Stanislaus County Centralized Eligibility List The purpose of the Stanislaus County Centralized Eligibility List (CEL) is to provide eligible families with access to subsidized child care and development services for which they qualify. Families may call (209) 238-6400 to complete a CEL application. Before contacting the CEL, be sure to know family gross income for the past thirty days and the child’s school of residence. Each family who applies is assigned a rank number according to family size and gross monthly income. When a program has an opening, they will begin calling families, starting with the lowest rank and moving up the list until the program is full. Prekindergarten and Family LiteracyPrekindergarten and Family Literacy programs are designed to facilitate a child’s transition to kindergarten, provide part-day age and developmentally appropriate activities the year before they are eligible to be enrolled in kindergarten. The programs provide a literacy component and encourage parents to work on interactive literacy activities both in the classroom and at home with their children. The programs also include a parenting education and staff development component.
LatchkeySchool-age community child care latchkey programs provide a safe environment with age and developmentally appropriate activities for school-age children at the school site.
General Child CareGeneral Child Care and development programs are state and federally funded programs that use centers and family child care home networks to provide services for children from birth through 6 years of age. These programs provide an educational component that is developmentally, culturally, and linguistically appropriate for the children served. The programs also provide meals and snacks to children, parent education, referrals to health and social services for families, and staff development opportunities for employees.
Alternative PaymentAlternative Payment programs are state and federally funded programs that offer an array of child care arrangements for parents, such as in-home care, family child care, and center based care. This program provides services for children birth to 13 years of age who need care. Children incapable of caring for themselves may be served to age 21. The program helps families arrange child care services and makes payments for those services directly to the child care provider selected by the family.
