Referral Policy and Services
The
California Department of
Education, Child Development
Division funds Child Care
Resource and Referral (R & R)
Programs, in all 58 California
counties.
R & R
provides comprehensive
information and referrals
regarding child care and
children's services to parents
and providers. R & R does not
place children in care or
guarantee the quality of the
providers referred. The State
Department of Social Services is
responsible for licensing child
care programs. The licensing
process is primarily a health
and safety screening of the
facility and a criminal
background check of the
applicant(s). Only parents can
decide on the suitability of a
program for their children.
R & R
staff contact all newly licensed
facilities and offer them the
opportunity to accept or decline
placement in the Child Care
Resource and Referral computer
system. R & R does not assume
responsibility for filling child
care service vacancies.

Complaint Policy
All
complaints are referred to the
Department of Social Services or
the appropriate law enforcement
agency for investigation and
follow-up. Resource and
Referral does not assume
responsibility for initiating
corrective actions. If a
complaint is substantiated by
the Department of Social
Services or appropriate law
enforcement agency, child care
referrals to the facility in
question will cease until
further notification is received
from the Department of Social
Services.
