Child & Family Services
The Stanislaus County Office of Education’s (SCOE) Child & Family Services (CFS) Division was established with the mission to provide the foundational resources and services children ages 0-5 need to become lifelong learners. CFS advances that goal every day through comprehensive early childhood education programs, as well as initiatives that empower parents and the 1,200 education professionals with whom they work to maximize their ability to help the region’s children thrive in the classroom and community.
While predominantly serving Stanislaus County, CFS through its delegates, subcontractors and partners in conjunction with the Central California Migrant Head Start (CMHS) Joint Powers Authority (JPA), provides early childhood education programs to 9,300 children and 7,200 families across a total of eight California counties, including Contra Costa, Madera, Merced, Monterey, San Joaquin, Santa Clara and Santa Cruz with 168 classes within 78 early childhood education centers and 111 directly-contracted licensed Family Child Care Homes. As a result, CFS makes a profound impact on individual lives, over 17,700 of them, and communities across Northern and Central California while delivering programs that are diverse, equitable and inclusive and incorporate recognized best practices to yield optimal academic and developmental outcomes.

The Stanislaus County Child Care Resource & Referral Program is for parents and all early education staff.
Provides early, continuous, intensive, and comprehensive child development and family support services to infants and toddlers and their families, and pregnant women and their families.
Provides comprehensive, coordinated, and cost-effective system of childcare and development services for children from infancy to thirteen years of age and their parents.
Provides early, continuous, intensive, and comprehensive child development and family support services to infants, toddlers, preschool children and their families.
For preschool children and families, Head Start provides early, continuous, intensive, and comprehensive child development and family support services to preschool children and their families.
Early Head Start is a program for pregnant women and families with infants and toddlers. Provides early, continuous, intensive, and comprehensive child development and family support services to infants and toddlers and their families, and pregnant women and their families. Offered in child care centers and as a home-based program.

Part-day and full-day preschool services for children ages 3-5 who live in Madera, Merced, and Stanislaus Counties.
Helps families arrange child care services and makes payment for those services directly to the child care provider selected by the family.
Health, Safety & Nutrition Programs

The object of the program is to support improved diets of children under 13 years of age by providing the children with nutritious, well-balanced meals and to help children develop good eating habits that will last through later years.
Partners with local farmer to provide children fresh and locally grown fruits and vegetables. Provides teacher and family training on incorporating daily physical activity into schedules and healthy cooking.
Provides reimbursements and offers courses on CPR/First Aid and Preventive Health & Safety 8 hour course to eligible persons. As funds are available.
Professional Development Programs
Supports the planning and implementation of Universal Prekindergarten in partnership with 10 consortia-member school districts across Stanislaus County.
Financial incentives for early educators, including family friends & neighbors (FFN) who care for children ages 0-5 in Stanislaus County.
The Child Care Salary and Retention Incentive is for early education staff. It assists with improving the retention of qualified early education staff who work directly with children in state-funded early education services.
Recruits, trains, and retains licensed family child care providers. Improves the training capacity of the Child Care Resource & Referral program and enhances professional development activities.
Supports the overall coordination of child care services. Conduct assessments of county child care needs and prepares plans to address identified needs. These assessments must contain information on the supply and demand for child care, including the need for both privately paid and publicly funded care.
Assesses program quality of California State Preschool programs and supports continuous quality improvement for participating programs and their staff.
