The Personnel Department is compromised of 3 different sub-departments: Credentials, Employee Services, and Recruitment.
Credentials
The Credential Analysts provide general credentialing information, credential application and renewal processing services, temporary county certificate issuance, monitors credentials annually in accordance with SB 435, and serves as a liaison to the California Commission on Teacher Credentialing (CTC)(link is external) for Stanislaus County Office of Education.
Credential Services is mandated by law to review, register and certify the credentials, certificates and permits held or applied for by all certificated personnel for all Stanislaus County Office of Education and surrounding Districts. In this capacity, it maintains official records for the Commission on Teacher Credentialing relating to monitoring and review of teaching and service assignment.

How long does it take to get my Emergency 30-day Permit?
After the California Commission on Teacher Credentialing (CCTC(link is external)) receives your application, it takes approximately ten (10) working days to receive your permit by e-mail.

I'm enrolled in a credentialing program to get my single-subject credential, but I'm not finished yet. Can I still get hired?
Employers are required to first consider fully credentialed applicants for Certificated vacancies. However, it is possible to get hired in some positions prior to obtaining a credential. The applicant will be required to obtain an Intern Certificate or other appropriate authorization issued by the CCTC.

My credential is about to expire, what do I do?
Visit the credential renewal section of the California Commission on Teacher Credentialing (CCTC(link is external)) website to find out if your credential must be or is eligible to be renewed online. If online credential renewal is not available and you are currently employed with a school district, visit your district's personnel office for assistance in submitting the application. Otherwise, you may renew your credential by mail. Manual application forms are available through the Commission. Be sure to keep copies of all documents submitted to the CCTC including a copy of your payment.

I don't have a teaching credential, but I want to substitute teach, what do I need to do?
Apply for an Emergency Substitute Credential through the California Commission on Teacher Credentialing (CCTC(link is external)). The commission will mail you all the necessary forms along with instructions detailing the required documentation you need to apply for the credential. At a minimum, you will need to have your original transcripts from the college or university where you received a bachelor's degree or higher and an original CBEST card showing that you passed the CBEST.

EMPLOYEE SERVICES
Human Resources Operations performs a variety of functions including compensation, position control, personnel transactions, employee records maintenance, and employee badges. Please see below for HR staff assignments
Human Resources Position Control Analyst
The Human Resources Position Control Analyst is responsible for the maintenance of SCOE’s personnel database which facilitates information used for budget development and payroll. Verifies new positions are properly approved as well as process replacement PAFS for vacant positions.
Human Resources Analyst
The Human Resources Analyst performs a variety of specialized duties including unemployment insurance, salary schedules, seniority lists, job descriptions, supplemental payroll authorizations, and TB and Immunization monitoring.
Human Resources Technician I
The Human Resources Technician I serves as administrative support for Human Resources. Prepare identification badges and maintain work calendars. Prepare and maintain a variety of manual and automated personnel files, records, and reports.
